Bruce is a retired attorney for Legal Aid of West Virginia. He has been an advocate for people with disabilities. Bruce also served on the WV Supreme Court of Appeals ADA Committee and has written articles which benefit people with disabilities when doing self-advocacy.
Michael Casey, Vice Chair
Jeff holds a Bachelor's in Education and a Master's in Special Education. He taught Special Education for three years and worked as a skills trainer for 20 years. Jeff is currently retired. Jeff enjoys playing piano, reading history books, and solving crosswords. He's been on the ACIL Board since 2017, dedicated to helping people with disabilities.
Vanessa VanGilder, Secretary
Vanessa is a retired program coordinator with extensive experience. She's been a patient navigator, involved with WV Olmstead, and served as director of the Fair Shake Network. Currently vice-chair of the WV Behavioral Health Planning Council, she's also trained in emergency preparedness. Vanessa holds a bachelor's from WVU Tech and a Master's in Rehabilitation Counseling from West Virginia University.
Kevin Smith, Board Member
Terra Muncy, Board Member
Terra L Muncy was diagnosed with rheumatoid arthritis at the age of two and a half years. She has been a lifelong advocate for people with disabilities. She firmly believes that people with disabilities have the right to equal access and equal treatment in every stage of life. In addition to serving as a board member for the Centers of Independent Living she is also on the board of West Virginia Age and Disabled Waiver Council and is affiliated with the West Virginia Take Me Home program. She has a Master's degree in Communication with a minor in History.
Janet has worked for the WV Office of Health Facilities Licensing and Certification and has monitored and inspected long term care facilities and hospitals. Janet has also worked for many years with DHHR Division of Rehabilitation Services. She is familiar with the array of services that are available to people with many different types of disabilities.

Teresa Morris, Board Member
Teresa Morris is a licensed Speech Language Pathologist with over 20 years of experience working with people with Alzheimer’s and other dementia. Teresa graduated from Marshall University with a Master of Arts in Communication Disorders in 1995. She holds a Certificate of Clinical Competence in Speech Pathology and is licensed by the WV Board of Speech Language Pathology and Audiology. Teresa is currently the Program Director for the WV Chapter of the Alzheimer’s Association, where she oversees education programs, support groups and care consultations. Teresa’s primary interests include educating caregivers upon new diagnosis and helping families through their journey with the disease.
