Bruce Perrone, Chair

Bruce is a retired attorney from Legal Aid of West Virginia who has dedicated his career to advocating for individuals with disabilities. He also played a role on the WV Supreme Court of Appeals ADA Committee and has authored articles aimed at empowering people with disabilities in their self-advocacy efforts.

Jeffrey Rodgers, Treasurer


Jeff possesses a Bachelor's degree in Education and a Master's in Special Education. He has three years of experience teaching Special Education and spent 20 years as a skills trainer. Currently, Jeff is retired. He takes pleasure in playing the piano, reading history books, and tackling crossword puzzles. Since 2017, he has been an active member of the ACIL Board, committed to supporting individuals with disabilities.

Vanessa VanGilder, Secretary


Vanessa is a retired program coordinator with a wealth of experience. She has worked as a patient navigator, engaged with WV Olmstead, and directed the Fair Shake Network. Presently, she serves as the vice-chair of the WV Behavioral Health Planning Council and is trained in emergency preparedness. Vanessa earned her bachelor's degree from WVU Tech and a Master’s in Rehabilitation Counseling from West Virginia University.

Teresa Morris, Board Member


Teresa Morris is a licensed Speech Language Pathologist with more than 20 years of experience in supporting individuals with Alzheimer’s and other forms of dementia. She earned her Master of Arts in Communication Disorders from Marshall University in 1995. Teresa possesses a Certificate of Clinical Competence in Speech Pathology and is licensed by the West Virginia Board of Speech Language Pathology and Audiology. Currently, she serves as the Program Director for the West Virginia Chapter of the Alzheimer’s Association, where she supervises educational programs, support groups, and care consultations. Teresa is particularly passionate about providing education for caregivers facing a new diagnosis and guiding families through their journey with the disease.

Terra L. Muncy, Board Member

At just two and a half years old, Terra L. Muncy received a diagnosis of rheumatoid arthritis. Throughout her life, she has been a passionate advocate for individuals with disabilities, steadfast in her belief that everyone deserves equal access and treatment at all stages of life. In addition to her role on the board of the Centers for Independent Living, she also serves on the West Virginia Age and Disabled Waiver Council and is involved with the West Virginia Take Me Home program. Terra holds a Master's degree in Communication, complemented by a minor in History.

Janet Zerbe, Board Member


Janet has earned extensive experience at the WV Office of Health Facilities Licensing and Certification, where she has conducted monitoring and inspections of long-term care facilities and hospitals. Additionally, she has dedicated many years to the DHHR Division of Rehabilitation Services. Her expertise encompasses a wide range of services available to individuals with various types of disabilities.
